Biaya pembelian rumah real estate itu menjadi tinggi, karena sebagian biaya dalam praktik tidak mengikuti aturan resmi tapi disertai pungli oleh aparat birokrasi. Semuanya baik biaya resmi maupun tidak resmi, tentu saja dibebankan developer kepada konsumen.

Jadi, kaveling tanahnya siap disertifikatkan atas nama pembeli bila nanti rumahnya terjual. Kalau belum, notaris/PPAT tidak bisa membuatkan Akta Jual Beli (AJB).
Di bawah ini adalah item biaya serta bea dan pajak pembelian rumah itu. Bila rumah dibeli dengan KPR, semuanya harus dilunasi saat bertransaksi di bank.
– Biaya BBN 1 permil dari nilai tanah+PNBP Rp50.000+kas negara Rp25.000 (PP No 13/2010 tentang Jenis dan Tarif atas Jenis Penerimaan Negara Bukan Pajak (PNBP) pada Badan Pertanahan Nasional (BPN)
– Biaya Akta Jual Beli (AJB) maksimal 1% dari nilai transaksi di akta
– Biaya Akta Notaris antara 1%-2,5% tergantung nilai kredit
– Biaya provisi 1%
– Biaya administrasi Rp250.000-Rp500.000
– Biaya APHT (Akta Pembebanan Hak Tanggungan)/SKMHT (Surat Kuasa Membebankan Hak Tanggungan) tidak ada regulasi spesifik yang mengatur biayanya, tergantung kebijakan atau kesepakatan bank dengan notaris/PPAT
– Biaya SHT (Sertifikat Hak Tanggungan) bervariasi tergantung nilai kredit. Misalnya, untuk kredit Rp250 juta ke bawah, biaya SHT-nya Rp200.000 berupa PNBP
– Premi asuransi Jiwa 1%-1,5% tergantung tenor (periode) kredit dan usia debitur
– Premi asuransi kebakaran 0,4%-0,6% selama tenor kredit tergantung usia debitur dan tenor kredit
– Biaya taksasi Rp500.000 (opsional/bisa ada bisa juga tidak)
– Biaya meterai dan lain-lain
– Pajak Bumi dan Bangunan (PBB) sesuai NJOP
– Bea Perolehan Hak atas Tanah dan Bangunan (BPHTB) 5% dari harga rumah setelah dikurangi harga rumah yang dibebaskan dari BPHTB (tergantung kebijakan setiap daerah)
– Pajak Pertambahan Nilai (PPN) 11% dari harga rumah yang ditransaksikan
– Biaya roya sertifikat. Resminya hanya Rp100.000 per satu hak tanggungan yang membebani satu hak atas tanah (PP No 13/2010 tentang Jenis dan Tarif atas Jenis Penerimaan Negara Bukan Pajak (PNBP) pada Badan Pertanahan Nasional (BPN). Biaya ini baru dikeluarkan bila kredit rumah sudah lunas.
