Selain itu, perusahaan modal ventura harus fokus pada pembiayaan melalui pembelian surat utang/sukuk yang diterbitkan Pasangan Usaha pada tahap rintisan awal dan/atau pengembangan usaha, pembiayaan, dan/atau pembiayaan berdasarkan prinsip bagi hasil, yang selanjutnya disebut sebagai perusahaan berbentuk venture debt corporation.
Dengan adanya pengkategorian tersebut, diharapkan perusahaan modal ventura dan perusahaan modal ventura syariah dapat fokus dan optimal menjalakan kegiatan usaha sesuai lini usaha yang dipilih. Selain itu POJK Nomor 25 Tahun 2023 juga memperkuat beberapa regulasi. Yaitu:

POJK Nomor 25/2023 mengatur kewajiban perusahaan modal ventura dan perusahaan modal ventura syariah memelihara dan/atau meningkatkan tingkat kesehatan dengan menerapkan prinsip kehati-hatian dan manajemen risiko dalam menjalankan kegiatan usaha.
b. Pengelolaan Dana Ventura
POJK Nomor 25/2023 mengatur secara lebih lengkap regulasi mengenai dana ventura, yaitu sejak permohonan izin pengelolaan dana ventura hingga pembubaran dana ventura.
Selain itu diatur pula persyaratan sumber daya manusia dan struktur organisasi perusahaan modal ventura dan perusahaan modal ventura syariah yang akan mengelola dana ventura, penggunaan nama dana ventura, perjanjian pembentukan dana ventura, penempatan dana ventura, persyaratan pemegang unit penyertaan dana ventura.
